Control
Cost and quality are two important components of a successful project process. SEP provides quality control and inspection services through our experienced team while our sister company, ScM, provides construction phase and management services for a comprehensive approach to client service.
Among the services provided are:
↓ Threshold Inspections, Special Inspections, and Testing Support
At a national level, special inspection requirements are governed by Chapter 17 of the International Building Code (IBC) as amended by local jurisdictions. Additionally, some states have specific regulations for inspections during construction.An example of this requirement is the State of Florida, which for certain structures is governed by the Threshold Law, implemented in 1981 pursuant to the collapse of the Harbour Cay Condominium. In this case, threshold inspections are not “special” inspections and are required for buildings meeting the criteria of Florida Statute 553.71 (9).
As history teaches us, structural engineering is not simple.
The inspection of critical structural systems is equally complex. Both the IBC and the Threshold Law permit the engineer of record to perform special and threshold inspections respectively. SEP has the qualifications to perform both special inspections per IBC in several states and threshold inspections per Florida statutes.
We typically inspect the structures we design. In our opinion, this is the safest and most efficient method and ensures that the inspector is also the individual most familiar with the design intent of the drawings and specifications. This method also streamlines construction schedules, as issues are addressed on site, and is a cost benefit to the owner.
Where the engineer of record for a project is not qualified to perform these services, SEP can perform inspections as a third-party for your project and when requested can engage our material testing consultants to provide a testing and inspection package.

↓ Cost Control and Management
ScM is experienced in providing both cost management from the inception of your project through the project’s life cycle and cost controls that measure baselines and perform corrective actions to achieve minimum cost overruns. Both of these processes are an essential component in managing the finances for your project.
On projects where ScM is engaged during pre-construction, ScM is able to work with the design team to verify costs as the design develops. This allows owners and developers to protect their risk-reserve budgets for critical issues that may arise during the course of the project. ScM is also capable of providing forensic cost management support on select types of projects.

↓ Constructability Review
Whether your project is in the pre-construction phase or in the middle of construction, SEP has the capability to provide constructability reviews of the structural design and assemblage of elements.
When implemented during design, SEP's process minimizes drawing ambiguities and details that can become problematic during construction sequencing and erection. It also evaluates the interaction between material interfaces and other new or existing portions of the project to mitigate coordination issues. SEP presents our findings to the owner and provides a pre-construction report and design charrette with the owner’s designers to review our recommendations.
During construction, SEP's constructability review process starts with a project lookback to review the construction progress to its current state. This is followed by a constructability report that identifies potential construction challenges based on maintaining current path and recommendations to the designers and contractors to alleviate constructability concerns.

For clients who seek value engineering input on an existing project, we can assist as a third-party consultant to assist your design team in developing a cost-effective alternative to your project. SEP can also provide a full alternate design solution for your project to allow your contractor to evaluate cost-benefit and compare both design alternatives. We can utilize the originally proposed structural system or suggest alternatives based on project type and location.
